Cannabis Governance Committee

With the second round of cannabis engagement completed, our next step is to form a community-based Cannabis Governance Committee.

The committee will be tasked with drafting Millbrook's cannabis governance strategy. Each meeting will address different topics for policy development. Committee members will be expected to participate in respectful dialogue that is solution drive. Members will have to weigh the pros and cons of different governance options that are in the best interest of the community as a whole.

We are looking for band members of all backgrounds and demographics. We believe that the more diverse backgrounds present at the table will help produce a more representative cannabis plan.

MILLBROOK FIRST NATION: MODERATE LIVELIHOOD QUESTIONAIRRE

Millbrook Chief and Council is working on a plan to define a Moderate Livelihood for our community and to eventually establish a "Moderate Livelihood Fisheries Management Plan." Based on band member guidance and a community ratification process, Chief and Council will develop and implement a community-based regime to address interim and long-term Moderate Livelihood access and management solutions.

Millbrook and the Mi'kmaw Conservation Group (MCG) have worked together to develop a Moderate Livelihood Questionnaire that will help in the development of a Moderate Livelihood Management Plan. The survey is intended to gather perspectives and assess the community's needs for the writing of a management plan.

This is an opportunity for band members to be part of the defining of Moderate Livelihood for our community. Please take the time to complete the questionnaire by Sunday, May 16th, 2021.

Background

Since recreational cannabis has become legalized in Canada a number of questions have arose regarding the role of First Nations government in the development of regulations, licensing of cannabis resources and the enforcement of cannabis related regulations. Although there are currently no options for recreational cannabis sales outside of the NSLC model, efforts are being made on behalf of First Nations across Canada to develop their own regulatory frameworks, which could effectively permit on-reserve cannabis sales.

Millbrook’s “Community Cannabis Survey” was developed by the consultation department, under the guidance of Millbrook Chief and Council (2018 and 2020) to investigate cannabis use trends, opinions regarding Millbrook’s role in regulating cannabis sales and to better understand peoples opinions regarding the presence of unlicensed cannabis dispensaries in the community. The results of the survey will be used by Chief and Council to inform how they move forward with cannabis regulation in the community and will be used to lobby the government, by showing why First Nations should be included in national and provincial decision-making. 

The first half of the survey drew upon the work of the First Nation Information Governance Centre’s (FNIGC) Regional Health Survey (RHS) and the Canadian Government’s “Canadian Cannabis Survey” (2019). The “Community Cannabis Survey” borrowed questions regarding demographic indicators, consumption habits, storage, etc. The purpose of using questions from other data sources is to ensure comparability across multiple data sources. This way we can compare results to national, provincial, and other First Nations research. The second half was led by community and council concerns. This was intended to serve as an opinion poll regarding on-reserve cannabis sales in Millbrook. This section gauged opinions regarding operating cannabis dispensaries in residential areas, Chief and Council’s role in regulation, using cannabis revenue for community programs, etc.
